I ran into an interesting problem this morning, an add in for Outlook that has had no problems with all of our Office users mysteriously got hard disabled by Windows and it would not sart up, even after an uninstall and reinstall.
After a lengthy search, and long trial and error sessions, I found a solution. This also works for Office apps other than Outlook, they are a little different, so I'll include all the steps. In the application, click the Microsoft Office Button. Click the Options button. In the categories pane, click Add-ins. In the details pane, locate the add-in in the Disabled Application Add-ins list.
The Name column specifies the name of the assembly, and the Location column specifies the full path of the application manifest. In the Manage box, click Disabled Items, and then click Go.
Select the add-in and click Enable. Click Close. On the Tools menu, click Trust Center. Sometimes the add in needs to be uninstalled, and a registry cleaner may need to be run.
